The Cardiff and Vale Regional Partnership Board is preparing a new edition of the Population Needs Assessment (PNA). This is the statutory review of what care, support and community services people need — now and over the coming years. cavrpb.org+1
The PNA is a statutory requirement under the Social Services and Well-being (Wales) Act 2014, and helps shape how health and social care services are planned across the region. This year, we are piloting a new chapter-by-chapter approach, taking a deep dive into one or two priority population groups each year. The first groups we are focusing on are:
People with lived experience of Learning Disabilities
Babies, Children and Young People
We are using a cyclical, living-document approach to the PNA. This means that rather than a one-time report, the PNA will be updated regularly to stay up to date with changing needs, populations, and feedback.
For this next cycle, we’re starting with the Learning Disabilities chapter — because we believe this is a priority area. We want to hear from people with lived experience of a learning disability, family members and carers, professionals, and community organisations.

Who is living with a learning disability in Cardiff and the Vale, and what does everyday life look like for you?
What makes it easier or harder to live a healthy, independent, connected life — home, health, support, community, work, transport, social life.
How things have changed, what’s working, and what needs to improve.
What you hope for the future — the support, services and opportunities that would make a real difference.
What would help keep people safe, supported and well at all times.

You can take part by completing our easy-read survey, joining a forum, sharing your story, attending a focus group or choosing a 1-to-1 interview — whatever works best for you. We’ll also be working with trusted partners to make this engagement as inclusive and accessible as possible.
Why it matters:
Your input will shape the Learning Disabilities chapter of the PNA. That, in turn, will help shape services, support and community planning across Cardiff and the Vale for years to come.
