We are currently developing the Learning Disabilities (LD) chapter of the next Population Needs Assessment (PNA) for Cardiff and the Vale of Glamorgan.
The PNA is a statutory requirement under the Social Services and Well-being (Wales) Act 2014, and helps shape how health and social care services are planned across the region. This year, we are piloting a new chapter-by-chapter approach, taking a deep dive into one or two priority population groups each year. The first groups we are focusing on are:

Babies, Children and Young People
This scoping exercise is the first step in shaping the LD chapter of the 2027 PNA. We are asking partners, professionals, carers, and community voices to:
Complete the short survey to share knowledge, gaps, and insights
Use the “Ideas” section to suggest any key contacts, community groups or stakeholders who should be involved
Your input will help us define the scope of the chapter, identify data and evidence, and ensure the voices of people with lived experience are central to the process.
